Ingredients
1/2 cup oats powdered coarsely (I used old fashioned oats)
1 cup whole wheat flour
1/4 cup sesame seeds
2-4 tbsp butter (Refer to notes)
1 tsp garlic powder (optional)
1/2 tsp chilly powder (optional)
1/2 tsp sugar
1/2 tsp baking powder
Salt
Water
Notes
1. If you are trying this out for the first time, I would suggest to use 4 tbsp butter and do the strips as they bake faster and you will get an idea of the final product.
2. I baked it with 2 tbsp butter the second time around and it was crispy, but not flaky. I did not miss the extra butter and will stick to 2tbsp of butter next time onwards.
3. If you have trouble rolling it out, you can place the ball in between two greased plastic sheets and flatten it. I just used the rolling pin and rolled it like a chapati.

Method
Powder the oats first.
Take all the dry ingredients and butter together.
Mix to form a crumbly mix.
Using water form a stiff dough. Let it rest for 30 minutes.
Divide the dough into 5 balls.
Roll each ball like a chapati. Shape does not matter as we are going to cut it into strips.
Slice into strips. I have used a pizza cutter.
If making strips bake as it is. If doing the cigars, then take each strip and roll it to form a cigar.
Bake in a 325F oven for 10 minutes. Turn them over and bake again for another 15-20 minutes. The timing varies with the thickness of the rolls. It is done when it starts turning light brown and crispy. For me cigars were done in 30 minutes.
For strips it took only 20 minutes total.
